This function is used to mark cells with the Optimization List of values Decision Variables.
• Name - Name of the Decision Variable
• {List} - Defines the list of values
• Enabled - Set to TRUE if Decision Variable is Enabled. There must be at least one enabled Decision Variable on the sheet
